Computer is making a buzzing sound from the back and won’t turn on. The screen says no signal. What’s wrong?

I can’t get my dell desktop computer to work. It happened after a string of thunderstorms so I’m wondering if it got struck my lightening, even though it’s plugges into a surge protector. When I turn on the power, it makes three beeping noises and the monitor says there is no signal. Someone told me that I might need a new media card. Could that be the problem? Can anyone suggest how to fix it?
